Penny Fennimore, 57, passed away on Tuesday (01-20-2026).
Penny was born on August 7, 1968, in Charleston, IL, the daughter of Marjorie Saack and Hubert Phipps.
She is survived by her children: Christina Phipps (one grandchild) of Decatur, IL; Todd Phipps (Jennifer) (two grandchildren) of Blue Mound, IL; Amy Fennimore (one grandchild) of Decatur, IL; siblings: Laura Johnson Winnebago, IL; Tina Tertocha of Sullivan, IL; Randy Phipps (Marcia) of Niantic, IL; Minda Snead (Robert) of Springfield, MO; Ursula Natcher (Sam II) of Minerva, OH; Summer Kauffman (TJ) of Sullivan, IL; and Lisse Sebree (Chris) of Springfield, MO; and step-mom Vicky Phipps of Springfield, MO.
Penny was a home maker, loved her grandchildren, native American culture, and traveling with her family.
She was preceded in death by her sister Mary Logan, brother-in-law Mark Tertocha, grandparents and mother Marjorie Saack four weeks after her death and father Hubert Phipps.
